Consultant- Research and Evidence

Building on our past history and deep involvement in Pakistan, during 2007 we opened an OPM office in Islamabad. During our operations in Pakistan, we have worked closely with government and international development organisations in a variety of sectors, enhancing our sector knowledge and partnerships. The OPM Pakistan office is staffed by experienced consultants with a breadth of national and international experience, enabling deeper analysis, drawing on knowledge from many contexts for a nuanced development perspective. We are looking out for a Consultant - Research and Evidence on a contractual role for 12 months @ our Islamabad Office

The Consultant R&E will report to Fayyaz Mohammad, Research & Evidence (R&E) Practice Lead for Pakistan & Nepal. As and when needed, the Consultant R&E will work with other Practices based in Pakistan for OPM businesses development and projects’ implementation across Pakistan.

Key responsibilities for the role:     

  • Help shape and drive our R&E strategy to deliver OPM’s mission and vision to achieve impact at scale, and to ensure it is effectively aligned with other relevant OPM teams.
  • Support building on and consolidate OPM’s current market position in Pakistan, while also actively diversifying to new priority clients through: effective business development; building strong relationships with key clients & partners; delivering thought-leadership; and external influencing.
  • Assist in overseeing and facilitating R&E projects to achieve their impact objectives, ensuring effective project management processes are such that projects are effectively managed in line with OPM quality standards, budget, timelines and other contractual requirements.
  • Technical inputs to R&E projects, focussing on providing technical support, quality assurance, and timely course correction.
  • Coordinate, manage and effectively respond to requests for support and inputs from our sectoral Practices across OPM Pakistan for project delivery and business development.
  • Contribute to Corporate initiatives, including Corporate-level strategy development and business system improvement, as required.
  • Ensure efficient allocation of R&E team’s resources, to effectively balance the competing needs of the project delivery, business development, external influencing, team management, and professional and personal development.
  • Support OPM Pakistan team, with a specific methodological focus including: Evaluation; M&E Systems; Qualitative Research & Mixed Methods; Quantitative Impact Evaluation; Evidence Use; Value-for-Money; Data Innovation; Surveys; Research & Management; and Economics.
  • Represent OPM externally as required, in line with our Corporate strategy and business development and/or external influencing priorities.
  • Any other task assigned by the line management.

Skills, Qualifications & Experience required for the role:    

  • Education to post-graduate degree level in a relevant discipline, such as Economics, Social Sectors, etc.
  • Mid-level work-experience (8 to 9 years), with good English report writing skills.
  • Project coordination experience, within or outside OPM.
  • Good inter-personal and presentation skills, with an interest in mentoring and team development.
  • Ability to communicate effectively with colleagues and clients, both verbally and in writing.
  • Good understanding of donors, government and stakeholder priorities, relevant to Pakistan.
