The Quantitative Measurement and Impact Estimation (QMIE) team within the Research and Evidence practice at Oxford Policy Management (OPM) is currently seeking an Impact Evaluation Consultant on a permanent basis. The position can be located in any of the following OPM offices: Kenya or Tanzania.

The Research and Evidence Practice is a global team of Monitoring, Evaluation, Research and Learning (MERL) experts that seek to improve policies, programmes and service delivery, through strengthening the production and use of information and evidence and the systems and processes that support it, and so contribute to the reduction of poverty and disadvantage at scale. We do this in collaboration with our Sector Practices which include Health, Education, Poverty and Social Protection, Climate, Resilience and Sustainability, and Governance. This approach offers high levels of methodological rigour in combination with deep thematic and contextual knowledge and expertise.

Position Summary

Joining us as our new Impact Evaluation Consultant, you will support and lead on the acquisition and delivery of quantitative impact evaluations involving experimental or quasi-experimental designs and analytical methods including: randomised control trials, propensity score matching, regression discontinuity, difference-in-differences, interrupted time series, and other econometric techniques for causality assessment. We undertake impact evaluations and other quantitative analysis in collaboration with our Sector Practices, and in fact a core competitive advantage at OPM is our ability to combine methodological expertise with a breadth and depth of sectoral and national level understanding for the delivery of robust and policy relevant quantitative work.

As an Impact Evaluation Consultant at OPM you will:

  • Support, and where appropriate, lead the technical delivery of analysis and reporting for impact evaluation projects, and other quantitative and mixed-methods research studies
  • Work across the full impact evaluation cycle including defining analysis plans, leading scoping visits, designing sampling strategies, developing survey instruments, overseeing data collection, designing and carrying out analysis, and disseminating results through written reports, briefing notes, and presentations to relevant stakeholders
  • Provide technical quality assurance to impact evaluation projects and quantitative research studies being led by other teams in OPM
  • Contribute to technical leadership by actively supporting the Quantitative Impact Evaluation (QIE) Technical Community of Practice (TCoP) that leads on knowledge management, thought leadership and capacity development for the team
  • Lead proposal development in support of new business, including writing technical proposals, identifying experts and team leaders, and creating proposal budgets
  • Maximise the impact of OPM’s work through the delivery of high-quality impact evaluations that produce evidence that leads to meaningful change

Key qualifications/experience/skills/behaviours:

  • Degree and post-graduate qualification in a relevant discipline (economics, development economics or a related social science or data science discipline)
  • Graduate level training and advanced quantitative technical knowledge including in experimental and quasi-experimental designs and econometric analysis
  • Experience leading or conducting quantitative monitoring and evaluation projects, including  experience with primary data collection, data management, and analysis
  • At least 3 years of quantitative impact evaluation expertise
  • Fluency working in Stata, including programming skills
  • Experience working in low- and middle-income countries
  • Ability to travel overseas for short-term assignments

Desired qualifications/experience:

  • Experience working across different thematic areas, including for instance social protection, health, education, climate, and/or labour
  • Familiarity with qualitative and mixed-methods designs
  • Experience of project management, including the management of project teams
  • Demonstrated experience in developing and delivering training on quantitative impact evaluations and other quantitative analysis techniques
  • Ability to work in at least one language other than English
