PFM & Climate Finance Expert

Are you a public finance and climate finance expert with a minimum of ten years ofsubstantive experienceworking with developing country governments on the following areas: 

  • Fiscal policy and climate change 

  • Government financial planning to tackle climate change 

  • Sub-national public financial management for climate change 

  • Link between government and international climate finance 

  • Implications of climate change for economic policy 

The job holder will provide technical leadership within our Climate Policy and Finance team on our global work at the intersection of public finance and climate finance. The work will be varied and offers significant scope for leadership, innovation and growth. 

The position can be located inKenya, India or Pakistan

You will join the Climate Policy and Finance Team, a thriving and friendly team of experienced professionals working across adaptation and mitigation.  

Position Summary 

The position of PFM and Climate FinanceExpert is responsible for leading OPM’s work related to public sector climate finance.This might include undertaking climate-related public expenditure reviews, support climate budget tracking, support governments to reform systems related to climate finance and supporting governments to plan and manage climate expenditures. The post-holder will also be involved in supporting clients with wider climate finance, climate policy and climate strategy issues. 

As a Senior Consultant in the Climate Resilience and Sustainability Practice at OPM you will: 

  • Develop and promote OPM’s work on public sector climate finance to build future work, deliver existing projects and programmes, and contribute to OPM’s internal learning.  

  • Lead and deliver technical work on climate finance and provide technical support to others. This could involve research, facilitating workshops, providing capacity training, managing relationships with government partners, analysing data, evaluation and learning, report writing and presentations 

  • Represent OPM externally, manage relationships, network and provide advice externally on climate policy and finance.  

  • Oversee and manage teams of technical experts working on projects (OPM, consortium and external consultant inputs), achievement of financial targets and client reporting. You will do this in collaboration with other members of the team, such as project managers and other technical staff.  You may act as Project Director (taking overall responsibility) on some projects. 

  • Contribute to problem solving around project delivery by developing new or improved approaches. Ensure teams are supported in dealing with such issues, share learnings and ideas for the overall benefit of the project and portfolio, e.g. conducting learning workshops to reflect on programme implementation 

  • Ensure that programme inputs and deliverables are defined and delivered on time and to quality standards, providing everyday support to Team Leader and Project Director. You will also ensure effective use of OPM administrative, HR, legal and finance support staff.  

  • Manage, support and coach more junior staff, supporting their personal development and growth, particularly the staff you directly manage helping them have fulfilling roles and strong personal growth.     

  • Be an integral part of the Climate, Sustainability and Resilience Practice, and engage across other relevant OPM teams to define, develop and deliver opportunity pipelines for key clients in line with portfolio acquisition and diversification targets. This will range across identifying opportunities, pre-positioning, partnership development, bid writing and submission, ensuring a distinctive offer to provide substantial positive impact of our work for poor and marginalised people. 

  • Build upon existing strong external networks by identifying and building relationships with key external organisations, associates and external consultants that share our values and complement our skills, building up our networks and linking to other relevant Practices.  This will also involve external reports and publications sharing learning and showcasing OPM’s work. 

  • The primary purpose of this position is to drive our work on public sector climate finance.  They will contribute to strategic direction, provide technical leadership to deliver impact, lead projects and develop new business.

Key qualifications/experience/skills/behaviours: 

  • A Master’s or other post-graduate University qualification in relevant discipline 

  • Technical experience: 

  • 10+ years relevant work experience in public financial management/climate finance in developing countries. 

  • Work experience in developing and emerging markets, ideally within a consulting firm, NGO, think-tank, multilateral or government agency 

  • Proven ability to work in a range of technical areas will be important given that climate change is cross-cutting issue affecting all aspects of society and governance. 

  • Consulting skills: 

  • Strong bidding and proposal management skills, which includes proven ability in actively prepositioning for strategically important and impactful projects and developing clear strategy for submitting winning bids.  Sound decision-making skills with experience of evaluating technical and commercial information to provide clear direction on projects 

  • Experience in the development of project plans, priorities and processes to achieve its objectives, including managing budgets, resources and risk management. 

  • Demonstrated leadership skills, with experience in mentoring or managing staff, ability to manage time effectively in a busy environment 

  • Experience in externally representing your specialist area with partners, donors and with other external experts 

  • Soft skills/autonomy and management 

  • Ability to communicate effectively with colleagues and clients, verbally and in writing 

  • Excellent problem solving, organising and management skills
